Bunuri periculoase care pot fi transportate de către pasageri

Regulile internaționale permit transportul bunurilor periculoase enumerate mai jos de către pasageri ca: bagaj de mână, bagaj de cală sau asupra lor. Unele restricții suplimentare pot fi impuse la nivel de țară și pot limita sau interzice transportul unor dintre articolele enumerate mai jos.

Pasagerii trebuie să furnizeze informații operatorului la momentul check-in-ului sau anterior plecării, cu cel puțin 24 de ore pentru articolele care necesită „Aprobare necesară de la operator”, despre tipurile de bunuri periculoase pe care intenționează să le transporte cu ei. Operatorul pune la dispoziție informații despre articolele interzise pe site-ul său web și în documentul de acord al contractului de închiriere.

Unele articole din lista de mai jos necesită aprobare prealabilă din partea operatorului. Aceasta trebuie solicitată cu cel puțin 24 de ore înainte de plecare. Aceste cerințe se aplică articolelor care trebuie pregătite pentru transport, cum ar fi, dar fără a se limita la: scaune cu rotile și dispozitive de mobilitate alimentate de baterii (hoverboard-uri, mini-segway-uri etc.). Aprobarea prealabilă a operatorului pentru bunurile periculoase care, conform instrucțiunilor tehnice, pot fi transportate de pasageri conform tabelului de mai jos:

Medical Necessities

Gaseous oxygen or air cylinders required for medical use. Each cylinder must not exceed 5 kg gross mass. Cylinders, valves and regulators, where fitted, must be protected from damage which could cause inadvertent release of the contents.

Note 1: Liquid oxygen systems are forbidden.

Note 2: Air cylinders for other purposes, such as scuba diving, may only be carried if “empty”.

Cylinders of a non-flammable, non-toxic gas, worn for the operation of mechanical limbs, also spare cylinders of a similar size if required to ensure an adequate supply for the duration of the journey.

Non-radioactive medicines (including aerosols). The total net quantity of each single article must not exceed 0.5 kg or 0.5 L. Release valves on aerosols must be protected by a cap or other suitable means to prevent inadvertent release of the contents.

Wheelchairs or other battery-powered mobility aids with non-spillable batteries. The battery must be securely attached to the wheelchair and terminals must be protected from short circuits. Additionally, the wheelchair controls should be protected and protected from:

  1.  inadvertent operation - there are a variety of ways a wheelchair can be protected, and in the first instance the passenger should be asked how this can be achieved; generally this will involve certain actions being taken with the joystick, but may also be as simple as removing a key or turning a deactivation switch. If the latter, care must be taken during loading to ensure that the switch cannot be activated by adjacent baggage.

Note:  Application of the brake is not sufficient; unless the motor is rendered inoperative, the motor can still be activated and overheat;

  1. short circuit of the battery – this does not necessarily require disconnection, since this is often very difficult to do, and if not done properly can increase the risk of a fire. Adequate protection may already be afforded by the battery being contained in a battery box fitted to the mobility aid. Consequently, only if deactivation cannot be achieved should disconnection be considered, following which it must be ensured that the battery terminals are protected against short circuit, e.g. by the effective insulation of exposed terminals; and
  2. damage – including to associated wiring, by the movement of baggage, mail, stores or other cargo.

Wheelchairs or other battery-powered mobility aids with spillable batteries, provided that the wheelchair or mobility aid can be loaded, stowed, secured and unloaded always in an upright position and that the battery is disconnected, the battery terminals are protected from short circuits and the battery is securely attached to the wheelchair or mobility aid.

Note: If wheelchair or mobility aid cannot be loaded, stowed, secured and unloaded always in an upright position (which will depend upon the type of aircraft and the type of the mobility aid), the battery must be removed and the wheelchair or mobility aid may be then carried as checked (hold) baggage without restriction. A removed spillable battery may only be carried by air if paked, marked and labelled as specified within the ICAO Technical Instructions.

Articles used in Dressing or Grooming

Toiletry articles (including aerosols). The total net quantity of each single article must not exceed 0.5 kg or 0.5 L. Release valves on aerosols must be protected by a cap or other suitable means to prevent inadvertent release of the contents. The term “toiletry articles (including aerosols)” is intended to include such items as hair sprays, perfumes and colognes.

Note:  The total net quantity of medicines, toiletry articles and aerosols for sporting or home use must not exceed 2 kg or 2 L (e.g. four aerosol cans of 500 mL each) for each person.

Alcoholic beverages, containing more than 24% but not more than 70% alcohol by volume, when in retail packagings in receptacles not exceeding 5 L, with a maximum total net quantity per person of 5 L for such beverages.

Note: Alcoholic beverages containing not more than 24% alcohol by volume are not subject to any restrictions. Alcoholic beverages with more than 70% alcohol by volume are not permitted.

Self-inflating life-jacket fitted with no more than two small cylinders containing a non-toxic, non-flammable gas, and no more than two spare cylinders.

Avalanche rescue backpack equipped with a pyrotechnic trigger mechanism containing not more than 200 mg net of Division 1.4S and a cylinder of compressed non-toxic, non-flammable gas not exceeding 250 ml. One per person permitted.

Note: The backpack must be packed in such a manner that it cannot be accidentally activated. The airbags within the backpack must be fitted with pressure relief valves.

CARTUȘE DE CELULE DE COMBUSTIBIL - SPECIFICAȚII TEHNICE

Celulele de combustibil trebuie să îndeplinească următoarele specificații:

  • Cartușele de celule de combustibil pot conține numai lichide inflamabile, substanțe corozive, gaze inflamabile lichefiate, substanțe reactive la apă sau hidrogen în hidruri metalice;
  • Cartușele de celule de combustibil nu trebuie să poată fi reumplute de către utilizator. Reumplerea sistemelor de celule de combustibil nu este permisă, cu excepția instalării unui cartuș de rezervă. Nu este permis să se transporte cartușe de celule de combustibil care sunt utilizate pentru reumplerea sistemelor de celule de combustibil, dar care nu sunt proiectate sau destinate să rămână instalate (reumpleri ale celulelor de combustibil);
  • Cantitatea maximă de combustibil din orice cartuș de celule de combustibil nu trebuie să depășească:
    • pentru lichide 200 mL,
    • pentru solide 200 grame,
    • pentru gaze lichefiate, 120 mL pentru cartușe de celule de combustibil ne-metalice sau 200 mL pentru cartușe de celule de combustibil metalice;
    • pentru hidrogen în hidruri metalice, cartușele de celule de combustibil trebuie să aibă o capacitate de apă de 120 mL sau mai puțin;
  • Fiecare sistem de celule de combustibil și fiecare cartuș de celule de combustibil trebuie să fie conforme cu IEC PAS 62282-6-1 Ed. 1 și trebuie să fie marcate cu o certificare a producătorului conform căreia acesta este conform specificației. În plus, fiecare cartuș de celule de combustibil trebuie să fie marcat cu cantitatea maximă și tipul de combustibil din cartuș;
  • Cartușele de celule de combustibil care conțin hidrogen în hidruri metalice trebuie să respecte cerințele din Dispoziția Specială A162;
  • Nu mai mult de două cartușe de celule de combustibil de rezervă pot fi transportate de un pasager;
  • Sistemele de celule de combustibil care conțin combustibil și cartușele de celule de combustibil, inclusiv cartușele de rezervă, sunt permise numai în bagajul de mână;
  • Interacțiunea între celulele de combustibil și bateriile integrate într-un dispozitiv trebuie să fie conformă cu IEC PAS 62282-6-1 Ed. 1. Sistemele de celule de combustibil ale căror funcție unică este de a încărca o baterie în dispozitiv nu sunt permise;
  • Sistemele de celule de combustibil trebuie să fie de un tip care să nu încarce bateriile atunci când dispozitivul electronic portabil nu este utilizat și trebuie să fie marcate durabil de către producător: „APROBAT PENTRU TRANSPORT ÎN CABINA AERONAVEI NUMAI” pentru a indica acest lucru;
  • În plus față de limbile care pot fi necesare de către Statul de Origine pentru marcările specificate mai sus, trebuie utilizată limba engleză.

BATERII NEVĂRSABILE – SPECIFICAȚII TEHNICE

Bateriile pot fi considerate nevărsabile cu condiția să îndeplinească următoarele criterii:

La o temperatură de 55°C, electrolitul nu va curge dintr-un capac rupt sau crăpat. Bateria nu conține lichid liber sau neabsorbit. Atunci când sunt ambalate pentru transport, terminalele sunt protejate împotriva scurtcircuitării, cum ar fi prin utilizarea de capace neconductoare care acoperă complet terminalele. Sunt capabile să reziste la testele de vibrații și presiune diferențială specificate în Instrucțiunile Tehnice ICAO.

Notă Bateriile de tip nevărsabil care fac parte integrantă și sunt necesare pentru funcționarea echipamentului mecanic sau electronic trebuie să fie fixate ferm în suportul bateriei de pe echipament și protejate în așa fel încât să prevină deteriorarea și scurtcircuitarea.
